Disaster preparedness, Management, Relief & Rehabilitation and DRR

Resource Integration Centre (RIC) is one of the most pioneer organization working in the field of disaster risk reduction . RIC’s emphasis is on knowledge and learning on community based disaster risk reduction and response. RIC started its disaster relief and rehabilitation work in 1987. Initially RIC’s most of the disaster management works were around the relief and rehabilitation response and was highly community based. RIC responded quickly to many disasters at Cox’s Bazar, Norshindi, Naogoan, Dhaka, Gazipur, Munshigonj, Noakhali , Pirojpur, Bagerhat districts with the assistance of QUSO, ODA, VHSS, Food for Hunger, OXFAM USA, Royal Netherlands Embassy, USCB, USAID  CARE Bangladesh, Ministry of Disaster Relief and Rehabilitation, UNDP, DFID, UNICEF, ILO, FAO DEC etc. RIC distributed surveillance packet, constructed house and distributed it among the affected people, installed deep tube-well, dug well and pond, provided primary health care support, arranged soft loan for the tornado, flood cyclone, tidal surge affected people.

RIC implemented  a number of Disaster preparedness program with community people,  Union ,Upazilla and District Disaster Management Committee. Among the activities conducted baseline survey, risk and resource mapping, simulation, awareness campaign on disaster, Community Risk Assessment (CRA) Vulnerability and Capacity Assessment (VCA) Developed Contingency Plan at village level and Union level , Developed Directory of Disaster Volunteers , Activate & Re-activate of Union Disaster management committee Special committee Distribution of SAR & warning dissemination equipments Union level ,Constructed/developed physical infrastructure to mitigate the effect of shocks day observance, training for the community people, UzDMC, DDMC, Volunteer etc are mention worthy  

 With the technical support from CARE- Bangladesh RIC trained 40 nos. high ranked government officials, 160 nos. mid ranked government officials and public representatives, 2065 nos. grass route level public representatives, trained and developed 1062 nos. community volunteers to work in the grass route level, developed total 59 nos. Risk and Resource Map and Action Plan and covered 110 unions of 11 Upazilas of 3 districts under its RIC-CARE disaster management-training.

Under the partnership of CDMP-I (component 2B) RIC implemented Introductory Disaster Management (IDM)   training Program and follow-up training for the UDMC members of Cox’s bazar and Sunamgonj district. RIC also implemented the “Strengthen Capacities of Costal Vulnerable Communities through Disaster Risk Reduction Management” project of CDMP(Component 3C) in Cox’s Bazar district during 2007-2009 .The objective of the programme was to strengthen the capacity of vulnerable coastal communities to prepare for and cope with natural disaster through Disaster Risk Reduction Management activities. This project had involved developing multi-hazard preparedness, response and mitigation plans for natural disasters;  that promote security and ensure gender equity at ward, union and upazila-level within the target area. A co-related aim was to develop effective networking between key upazila-level and union-level stakeholders, in particular Disaster Management Committees, and vulnerable community members to ensure their needs are met during planning and in implementation of disaster risk reduction strategies. A third aim was to increase the awareness amongst vulnerable communities of the risks posed by natural disaster and to improve their capacity and confidence to implement disaster risk reduction strategies for their own benefit.

RIC is one of the pioneer organization working for the enhancement of capacity of the older people who are generally excluded in any DRR plan and is exploring their knowledge and potentials  in climate change adaptation measures. After SIDR RIC implemented 2 project win Pirojpur and Bagerhat district with the support of disaster Emergency Committee (DEC) and Ministry of Foreign Affairs – Germany  on DRR for the older people. Overall objective  of the project was to enhance disaster risk reduction capacity of older people to promote their livelihoods . Specific objectives were to organize Older people of the project area through forming association, train older people on disaster management, conduction of vulnerability and Capacity Assessment (VCA), Development of local DRR action plans with specific consideration of the situation, problems, needs and potentials of older people' , implementation of selected interventions of CAP and advocacy for inclusion of Older people related issues in disaster risk reduction planning. 

RIC has developed a Disaster Management Cell. Whenever any disaster, e.g. excessive rain, cyclone, unusual high tide, river erosion etc. occurs in coastal region of RIC working area, pertinent information is collected in respect of the disaster and disseminated among local, regional and national level organizations such as  NIRAPAD, Disaster Forum, Helpage International  etc. The cell conducts advocacy to obtain relief for devastated people.

In the capacity of successful emergency management RIC has been  enlisted by  WFP and UNICEF  for commodity distribution during emergencies for several times.
